What is an Environmental Management System (EMS)?

The ISO 14001 and Environmental Legal Compliance

Define the specific aspect each activity creates

The aspect of an activity that comes into physical contact with the environment. VOC emissions are produced in a coating line. A trade effluent point generates a waste water aspect. A diesel generator has two emissions aspects, a combustion component and a fuel storage component. They are all unique and must be listed individually.

The actual change the environment causes or could cause, is called the impact of the aspect. Record the severity, reversibility, geographic extent and whether it is within or outside of a regulatory threshold for each impact.

Operational Environmental Controls

Operational controls are the implementation of the aspect register. They are the day-to-day practices, physical control measures and management needs that ensure key aspects are kept within acceptable limits.

Waste management

All waste streams require classification, segregated storage, licensed collection and documented chain of custody from "waste" to "disposal". Two of the most common reasons for enforcement action include waste misclassification and incomplete transfer documentation.

Air emissions management

Operational parameters, calibrated monitoring and responses for exceedances are required for permitted processes. Fugitive emissions from tank vents, loading and process flanges must be controlled separately as they are not monitored in the stack.

Water and effluent management

Discharge consent conditions must be met on every discharge, not just during sampling. Stormwater from hard standing carries hydrocarbons and sediment to watercourses if surface drainage controls are not actively maintained.

Chemical management

The environmental aspects of a new chemical should be assessed prior to arriving at a site, using the aspect register, and include spill risk, drain contamination potential, and disposal classification. Safety data sheets, containment specifications and waste disposal procedures are outputs of operational control, and not just a set of administrative or other requirements.

Spill prevention and response

The best way to control a spill is to prevent it from occurring in the first place: secondary containment, drip trays, bunded handling areas and isolation of stormwater drain prior to liquid transfers. If prevention efforts are unsuccessful, the EMS should include a tested response procedure addressing containment, isolation of the drains, notification needs, and regulatory reporting.

EMS Planning, Objectives, and Emergency Preparedness

Planning is an important linkage between the environmental policy and the actual operational measures that will affect performance. Converts commitment to measurable programmes with specific owners and review dates.

Environmental goals and targets

A named owner and quarterly review of a 25% reduction of waste to landfill over 18 months is a goal not a policy commitment. The EMS planning process should result in the former for each and every important aspect that is not being sufficiently controlled.
