How Information Security Risk Is Identified and Treated

An ISMS is powered by risk management. When you have a clear understanding of what could go wrong, how likely it is to happen, and the consequences, it's easy to make controls, policies, and audits. There is no specific methodology prescribed in ISO 27001, only a methodology which is consistent, documented and repeatable.

Step 1 - Understand the problem

If you haven't catalogued information, you cannot determine the risk to it. The first step is asset identification – the mapping of all systems, databases, applications, devices and locations that store, process or transmit information – followed by a classification of each element by its sensitivity level, based on which a proportional level of protection is applied.

Step 2 - Map Threats and Vulnerabilities

For each asset, determine what might threaten it. Threats are things or people that could be harmful: ransomware, phishing, hardware failure, etc. Vulnerabilities are what those threats take advantage of: un-patched software, weak authentication, misconfigured permissions. Real risk is in the confluence of a credible threat and an exploitable weakness.

Step 3 - Score and Prioritize the Risk Register

Each threat-vulnerability is assessed and compared to two factors, likelihood and impact, to determine risk. The result is a risk register ordered from highest risk to lowest which is scored. The ranking establishes where to focus investment and security effort - otherwise organizations continually invest in “safe” areas and neglect the high-risk areas.

Step 4 - Decide How to Treat Each Risk

Treatment options are: modify (implement a control which reduces the risk), avoid (stop the activity which is creating it), share (insure or transfer the impact of the risk through a contract), or accept (accept it: record that it is within risk tolerance). All decisions are documented in the Risk Treatment Plan including an owner and target date.

Step 5 - Produce the Statement of Applicability

The SoA is a requirement in ISO 27001. It provides a list of all controls in Annex A and indicates if they apply, the status of implementation and the reasons. In the SoA, all of the controls identified in the Risk Treatment Plan must be included. It is usually the first document that an external auditor is going to ask to see as it clearly shows the quality of your risk to the control reasoning and that's what really matters.
